We had 3 players game. Me and player Yonyon48 got 223 VP. According to rules if there is a tie we both win. In addition to that I had a card "Opportunist". There is not example how to apply the effect of this card in there rule book. However I think in case of tie BGA should apply the card. The reason for that is rules of the BGA: we both got 1st place, but player Yonyon48 got +12 raiting and I got -1 raiting. This indicates me as a second place player.

You tied in the game, end of the story.
Thanks for the report. I can confirm from the publisher that the Opportunist card does NOT get applied in the event of a tie for first place.
I would strongly advise against adding a BGA-specific interpretation beyond that, and the game code itself does not natively have access to players' ELO, so it cannot be used as any kind of tie-breaker.
