What is the source for it being penalty cards not bonus cards?

These sites do not say shooting the moon requires J.
There are tons of variants as Hearts is a public domain game. I chose the most popular one.
Also, shooting the moon's 26 points consist of all penalty cards, but it has nothing to do with J at all.
When the benefit does not change, there is no reason to change the condition as well.
Anybody can edit rules summary. I fixed it now.
