Inflation says you add 1 to any numeral so Play-All-But-1 should become Play-All-But-2. Instead it currently results in the same effect as "Play All" (probably because you get plays = cards in hand -1 +1).
Play-All-But-2 follows the game rules (and is way funnier!) -

Yes, any time Inflation and Play-All-But-1 are both in play.

Good news: this is not a bug, Play All but 1 + Inflation is implemented exactly like you expect.
So in normal situation, you would have to play all but 2 cards from your hand.
But of course, this changes again when there are additional play bonus rules active, like in this case the Party Bonus or the Rich Bonus awards (and they are also inflated).
Because then: Play All but 2, plus 2 bonus plays, becomes Play All again :)
Good news: this is not a bug, Play All but 1 + Inflation is implemented exactly like you expect.
So in normal situation, you would have to play all but 2 cards from your hand.
But of course, this changes again when there are additional play bonus rules active, like in this case the Party Bonus or the Rich Bonus awards (and they are also inflated).
Because then: Play All but 2, plus 2 bonus plays, becomes Play All again :)
