I think that you misread the POLITICAL SURGE: "Three REVEALED cards of any one suit".
For liberating with this condition, the cards should already be revealed before liberating
In this game, the 3 and 4 of supplies was revealed but the 2 was hidden so the condition was not fulfilled.
