案件沿革
The green player built the western link in KC without having a completed link to KC. Green has an incomplete link to KC but that does not make him eligible to build the western link according to the rule cited above. Green does have a completed in Des Moines which means he is able to build the other western link in DM. But the correct interpretation of the rules is that the western link can only be built in the city you already have a completed link so having a completed link in Des Moines doesn't apply to KC.
My appologies.
The current code doesn't exclude 'Incomplete' links from the test for which 'Western Links' you can build.
Your game is the first time I have seen such a fierce race to achieve the Major Line.
The damage has been done, with your game and can not be undone.
You will have to decide with the other players if you want to quit the game.
