It looks like the Automa always places its Engineers in the middle slot if available, then the right one, independently of the External Works Action taken, making the External Works under that slot unavailable.• 這項違反規則之處可否在遊戲重播中看到？若可以是在哪步？（重播時左上角資訊）

In that image, we see the orange Automa Engineers, after the rightmost External Works has been taken, and the blue Automa Engineers, after it took the leftmost External Works. That prevented me from taking the middle one even though I had the Machineries needed.

That bug is systematic. The automa always places its Engineers in the middle slot if available, then in the rightmost slot, regardless of the External Works it actually takes.
