I was able to discard 4 knowledge from 1 city and 2 from another.

I also observed this on move 241 in game 474504759, discarding five from one monument and one from another. I didn't undo it because I would have been able to accomplish the same thing anyway.

There are no special conditions to reproduce this bug, it happens every time you play the monument. The appears that the logic enforced is
1. No more than 6 knowledge discarded in total
2. Knowledge is discarded from exactly 2 orange monuments.
