In both of these cases, two players have scenarios with opposite sides of the same permanent card, which results in one person missing it.
Applies better to this bug. Fertile Ground seems to have taken priority over Abundance here so the player with Bountiful Harvest scenario did not auto-produce any resources upon settling planets.
