If you have multiple stories from top news beats, you must place as many as possible touching the top edge.

You answered yourself by quoting the rules. This sentense: If you have multiple stories from top news beats, you must place as many as possible touching the top edge, answers it all.
Sponz had 4 top news beats stories, he could place 3 of them touching the top edge, and he did. The only way to did so, was let the C story unplaced.
So everything correct.
