Twice in this game, we've had a situation where a player was not given the option to Veto an action.
Turn 2 - GoForYo was not given option to Veto efreeman's action
Turn 6 - efreeman was not given option to Veto GoForYo's action
In both cases, it was the last card pick of the turn, and it was a card from Stack 2. -

The option to veto was not given. Both players said they were given options to veto the other actions during the turn.

Also in both cases, each player was required to remove caballeros from a region. In one case, it was 2 from a region and in the other case, it was remove all from a region.
