Currently, once a card is on the board, passing the mouse over only give information about your played cards. All the REVEALED cards should give the information about what they do once a player mouse it over, as there are a lot of special cards in the game, with varied effects.

Actually it does exactly this. Only covered cards are of course hidden and there are no tooltips. In turn based games hover your "hidden" cards tells you what card it is and eventually the effect of the card, only for cards you have played, not for opponent cards played "hidden", this was added only for turn based games because after days it's hard to remember what you have played.
