The bug is occurring because the count in the top bar shows that I am delivering 5/6 resources, but in fact the pieces already total 7. But for the BGA system I only selected 5, so it let me select another piece of 2 resources, which would make a total of 9, hence, I imagine, the bug message, as this is not an action authorized by the rules. The maximum pieces can add up to the discount is 7.
