Twice I tried to place a tile next to the Condos & Restaurant tile, but the interface wouldn't allow me to do it, even though the roads lined up.• 你想觸發這個遊戲行動時做了什麼？

From the screenshot I guess the left road was not connected (anymore) to the city center.
After placing a tile at least one road must be followed to the center of the board
