Hey there,
Thanks for the report!
I'm afraid this isn't a bug: Ichabod scores for all Training cards that you have tucked under ANY of your dogs, but there is no special rule defining that Ichabod can take unlimited Training cards.
I've spoken to the designer David Short about this and we've agreed to change the text on Ichabod to "3 VP per Training Card (tucked under any of your dogs)" for added clarity. This will appear in a future update.

I had the same problem, but also with the upper explaining Ichabod give too less points.I received 2 in stead of 6 points..
