From the rules:
Building Bonus
If you deploy your fourth building of one type onto the map (Cheese dairy, Bakery or Distillery) AND your Export box is empty, you may immediately draw three Export contracts from the draw pile. Take either one or none of the Export contracts, and the unselected Export contracts are returned to the bottom of the draw pile. If you take an Export contract you pay the costs as if you performed the action Obtain an Export Contract. This bonus is still considered part of the Expand action.
