I just saw this happen in my game too - the first round where I had stout humans, it worked, and asked me if I wanted to decline after the conquest. I did not though, and the next round it didn't ask me! boardgamearena.com/14/smallworld?table=609839904 in round 6.

Ah, nevermind - I didn't realize that the other players would redeploy their troops first. it did ask me right afterwards.
