Purposely left one worker in my Market and one on the Gunpowder Tower and drew 8 Followers. Not sure if that was part of it, but it just automatically placed the last worker drawn into the blank tower space without prompting me. Curious as to what would happen if that happened to be a starter worker since those aren't supposed to be able to be placed to be sent to deeds.

"Phase 3 Followers: ${you} must draw Followers (${drawsRemaining} remaining) and/or return Followers to the Market and/or rearrange drawn Followers."
Hinting you can move them if you desire so.
Own followers placed on the gunpowder tower can't be send to the deeds board.
I don't think there is anything wrong with this approach.

"The Gunpowder Tower expands your Market by 2 spaces. During Phase 3: “Followers”, drawn followers are automatically placed on the Gunpowder Tower if there is no room in your market, you can then swap drawn followers between the Market and Gunpowder Tower. During Phase 4: “Planning”, you can place one or both of these tiles on Action Spaces, or use them for Beneficial Deeds (if the followers are not of your color) during the Action Phase. (You can use both of these tiles for Beneficial Deeds in one action.)"
