"If a gained Technology tile can’t be placed once you’ve passed (because all your locations already have one or if characters still occupy the available spots), what should happen? Does it remain next to your player board and you can place it next round (after you pass) or do you discard it back to the supply or out of the game?"
You can keep it there as long as you want. It’s just not possible to place it immediately, when you get it.
Fix: You can now skip the placement of technology. You get the option to place them the next time you pass.
Just to clarify: On BGG, one of the TMG developers (who first brought Orleans to English markets) stated that ordinarily you cannot save Technology tokens for a future round placement:

I believe Reiner is stating you can keep the "unplaceable" Technology token as long as you want. So hopefully you will program the game to only "pass placement" when the tile is unplaceable?

Reiner says that if you have not advanced on the Craftsman track, all Technology tiles must be placed on Farmer spots only.
Is that coded correctly?
1. You can only pass placement if you can't place the technology tile
2. When placing the technology tile, you can only place it on followers slots as allowed by your position on the craftsman track.
3. When using the Workshop to move a technology tile, it now also uses your position on the craftsman track to determine the allowed follower slots. You may also move it to a different slot in the same location.
So it turns out its a bit more complicated after all, they are rewriting the rules for Orleans regarding Technology. The whole phrase of "the first Technology tile" is no longer present. Instead the following Technology rules are applied (and used in this BGA adaptation):

Too summarize:
All Technology Tiles placements/movements are using the Craftsman track position. If your on space 0 of this track (the start position) you cannot place Technology tiles (it will remain next to your board if you gain one through the Laboratory, until you advance atleast 1 space). Starting from space 1 you can cover only farmers. Starting from space 2 you can cover all followers except monks.
