In Heat and Caper Europe, I can see my cards while other players are taking their turns and I can make decisions in my head before it gets to my turn. The same would be great in this game as it would speed up turns, and help reduce the boredom of when it's the other player's turn. I think it would greatly improve the game, especially real time games of this.

Rejected, because the information revealed during the other players' turns can affect the decision, especially during the late stage of each round.

I disagree. My cards in hand should be hidden to other players. They should only see played cards. I can always change my mind after I see what another player has played, but in many cases I probably won't change my mind as I know what I need/want for each row (for example, at the bottom row I have A-A-6 and the cards I get dealt are 6-6-2, how many times would I not make a full house).

Drawing on opponents turn does not reveal any information to players who can act on it. If I draw on my opponents turn, they cannot see it so it will not affect their play.
It does allow me time to think about my next turn, instead of staring at an empty hand, shortening waiting time overall
