With a strict reading of the rules, it should not count.
There is no mention of it in Faidutti's Faq:

BUT...
In a forum, Bruno Faidutti explicitly said that it does count:
boardgamegeek.com/thread/2106536/article/38239521#38239521
I would gather that he expects it would also count as completing your city if you have built 6 districts (in a 4P+ game of the 4th edition) though it would not trigger the end game as it would only count as a 7th district once final scoring starts.
An annoying case of a designer saying something different than the rule.
