Lastly, not sure if it's related to the bug, is that the slot was occupied by relocating one resident.
How it became occupied doesn't matter, provided it was already occupied at the start of your turn, per the rules.
It's not a bug, it happened because there are no more human in supply.
So it just skipped the bonus directly.
