When I upgraded my guild to a Palace, it triggered the founding of a city. I selected my choice of city tile and the game immediately went to the "you may perform conversions", seemingly skipping right over the Palace tile choice.

Reproducible, F5 does not solve the problem.
I encountered a similar issue: I do not get to choose a Palace tile after upgrading my Guild to a Palace (C4). Direcctly after confirming the costs for the Palace the conversion prompt appears.
