Big Bad Lex had purchased the 3 green card and laid it - that should have let him then play the leader neading a 2 green. At this time he has undone the move so looking the game logs might not show the position.

Rules do not stte that the green 2 is a minimum but the card text on hover does say this and the desighner has confirmed it: boardgamegeek.com/thread/2581039/development-card-requirements-for-playing-leader-c

Hi, thanks for the report. I fixed this, now it also counts level 3 cards.
