No, it says, "Select 0-1 Global Projects to vote into play AND 1 TO DISCARD"
You're ignoring the second half of that request. The interface allows you to pass or to select a new one and an old one.

changed to
"Select 0-1 Global Projects to vote into play, but cannot vote for 1 without discarding 1"
It might be that there's no bug, but at the very least it's a confusing interface. I think it would be helpful to add text that indicates you are at the maximum number of global projects. Before I came to report this bug, I was not aware of that rule, even though I had encountered this situations many times before. I always just assumed the inability to vote for a project was a bug.
I think it's best to add the text to the banner when the situation is encountered. It should also be added to the "How to Play" tab under the "Global Stage" header, as it is not currently mentioned there.
Unfortunately, I believe you are still mistaken.

Of course. You can't expect to vote for keeping a card without also getting rid of one. But if you don't vote for any card, you can pass instead. How could you simultaneously click on a card to vote for, but also pass?

The interface, while helpful, assumes that players are familiar with the rules. The interface itself is not designed to explain the rules, but the How to Play section, the tutorial, the how to play video on the game page, and of course the rulebook are all designed to explain the rules.

And, finally, we're in agreement! The "How to Play" tab is a user-editable wiki that is not maintained by the developers, meaning that you, dear player, may edit it to say whatever you deem reasonable.
