The prompt was to repel a Monster. None of the monsters or playing pieces highlighted to indicate it had an expected action.

I just went over the rules again and realize this wasn't asking me to move a monster out of a space shared with a Kaiju, but instead was asking me to use a Repellant tile. Since I didn't have one of those tiles, it was confusing.
It should either skip this step or provide a more generic "use action tile" (if this is applicable - I'm still learning the game nuances)
