案件沿革
I used Colombus's power to play a Strategic territory in my hand as a political action. This allowed me to draw 5 military cards, one of which was 'Conquistadors' which I want to play using a military action.
So the issue is not critical, but there is still a small bug that might be addressed.
PS: as a workaround helped playing some technology card before playing tactics.
