The relic reserved with the Regal Reference Book is not automatically restored. You must restore it as any other relic.

What I meant was that I was not given the option to, despite having the gems to restore it.

You'd have to click the relic to select it, exactly as you'd do for regular relics. I've just run a test and it works as expected.
