Thank you for sharing the screenshot. That made it easy to understand the game state!
You were not able to place Log Cabins on the lower right, because you need a road connection to the center tile (city center) of your map.
You had a fire department connected to the town houses. When your fire department got destroyed, your town houses got disconnected from the center. That's why your are not able to place anything behind town houses anymore.
