I went to the farmer's market space where you can buy two buildings. First I bought the barn, tended (I already had some water in my bucket), and then filled the bucket. Then, I bought the windmill and reactivated the barn. What I wanted to do was tend again and end by filling my bucket, but it wouldn't allow me to fill the bucket after taking the farm action. I should be able to take the actions in which ever order that I want, just as I did when I initially purchased the barn, right? Looking that the replay it tries to fill my bucket first automatically when I reactivate the barn, but I never selected the "fill bucket" option.

If you're seeing something I'm not, then please provide an exact move number for us to look at together and post here when your game concludes (replays are not available during the game).
"Used windmill to reactivate barn. Wouldn't let me fill my bucket after taking the farm action"
changed to
"Used windmill to reactivate barn. Automatically filled my bucket after building the farm action"
Move 90: You build the barn
Move 91: You spend 3 water to tend
Move 92: You refill the water bucket (a bonus from building the barn), gainin 5 water
Move 93: You build a Windmill
Move 94: You reactivate the Barn (as a result of building the windmill)
At this point, the interface allows you to (1) Tend Crops, (2) Harvest Crops, or (3) Fill Bucket.
According to the replay...
Move 95: You clicked on Refill Bucket. Your bucket was already full (from Move 92), so nothing happens.
Move 96: You spent 6 water to tend the pumpkins.
At this point, your only option was to end your turn (or undo) because you already spent the bucket fill.
There's no bug here. The replay proves out that you absolutely had the opportunity to wait on refilling your bucket at the turns you indicated (Move 95, specifically), but chose to refill immediately. This is exactly what I would expect to see.
At this point, I've spent time investigating this report twice. If you have further questions, I hope you understand if I refer you to the forums to discuss them.

According to the replay, you did.

Of course it doesn't because there was no log entry associated with filling your bucket. If you'll actually walk through (not just read) the replay, it will show that you clicked the button there, even if you did it by accident. The replay will not allow you to tend on that move because you didn't tend until choosing to refill. This is all a result of you clicking that button, even if you didn't mean to. (Fortunately, we've also provided the ability for you to undo most mistakes.)

Respectfully, I've already investigated this issue on your behalf. Twice. I'm not really up for investigating a completely different move number now, but I'll repeat my invetation for you to seek understanding by posting on the forum.
I chose to tend first and in the log it puts "gain 6 water" before the tend action. I knew my bucket was already full so I wouldn't try to fill it. I know that wouldn't work. Clearly not an accident.

I've looked at the move number you provided. Not only that, I took the time to document each and every move in the range you provided. The replay clearly shows that you DID choose to fill it. If you wanted to provide a move number where you think you did not push the button, you certainly had the opportunity to do so before sending me on another wild goose chase.
