There's another bug for the same problem listed that says when you hit the "confirm" button, the AP cost is correct, but that must have been for a different implementation.

Hi, what the rules say is "Moving you Pilli Mexica from one bridge to the next bridge connected by water costs 1 AP.". The key here is the word "next", if you take a look to the image in the rules you will see that there is a cost of 1 AP between each 2 bridges connected, so you need to sum them if you want to go to the next bridge.
