I'm using BGA translated to Portuguese, so I don't know it it's a translation issue or if it's an incosistency between the text and the minimap.

It’s a translation mistake. The card deals with Tokyo, there is another baron that works with Osaka.
When the translator sees my message they should fix it soon.
