If cards are identical, I agree with you. There's no actual choice, same as if one card is a storm, or a Required card like Toasted Marshmallows or Suspension Bridge.
STRONG disagree on #2. I often choose to play my weaker cards first so I can target them for removal with Cairn or Hiker
