Sometimes I have to pass - I have no other option.
So the question 'are you sure' feels very odd.
Ideally, I'd suggest that if a player cannot play, they are only presented with the option to pass. The countdown should probably still be there to avoid giving away extra info. But without the 'are you sure?' text.
