This has happened to me several times, but it’s been hard to report a specific example since it usually happens later in the game when it’s possibly intentional and so it’s hard to remember.
This time I wanted to pick up a free tech after playing a Wallet but then the game discarded my unusable portals and ended my turn without letting me buy tech so that sucked.
