actually you can test by building 2a before elpaso.
when use 2a action with no money, you can move to elpaso, and get 5$,
then buying bonuce card after delivery.
i think it is a bug. Maybe when it fixed, it can cause more imbalance and randomless. However random and lucky draw is the feature of the game.

Extremly strange. I imported your game and tried and I had no bug. I tried to push online the game again (maybe a deployment problem...) Can you try something ?
If you see this bug again. Do not end your turn and post a NEW bug report while your game is still offering you to use an action on the tile you just left. So I'm totally sure to reproduce the exact situation you see.
