this has happened to me a number of times in different games, most recently this morning at table number #656613593
it was between moved where the other player gained 4 points by claiming route from Paris to Zurich with 3 white cards.
Then i drew one hidden card and it moved to the other players turn - i was not able to dra a second card
then the other player built a tunnel from marseille to zurich
