I cleared all the meeples in a palm tree tile, without an owner, and without any palm trees placed there. There were available palm trees, but the palm tree wasn't put in my new tile. This has happened me 2 or 3 times in different games• 這項違反規則之處可否在遊戲重播中看到？若可以是在哪步？（重播時左上角資訊）

I watched your replay and I think you're misunderstanding the rules. Assassinating a meeple to clear a tile lets you claim it with a camel, but it does *NOT* trigger the tile action for that tile (placing a palm tree). Not a bug.
