Hi 61prime,
That was not a bug.
The rules mention that a complete Cóatl must have 1-4 played Prophecy cards. Therefor, the program prevents a player from confirming the build action if they have a complete Cóatl (with head and tail) without any Prophecy cards played.

It wasn't the first from this kind, I'll try to signal it better to the player.
