He used another ability from another character to swap the concerned character, then undid his movement, then redid his movement. After he was able to use the concerned's power character again. It maybe made that bug possible, to many weird manipulation at the same time or I don't know

I met the same bug.
I moved cavalier, then moved it with brewmaster. I then went back a move and was able to use the cavalier's ability.
