Formica's second row, first column technology - Trade 1 crystal for 2 resources is not working at all

Yes, After play 73 I had 1 crystal, 2 gears, 1 food. I should have been able to build a large building on the spot i built a small building later on play 75, because of the mountain discount of first technology and trade crystal for 2 resources technology, for 4 gears and 1 food. But nowhere was the ability available or useable, and the game didnt let me build the large building either saying I didn't have enough gears.
Later on play 172, when i had 1 crystal overflowing, it also didn't let me exchange it for 2 of the same resource.
