Curacao has as its action description (and iconography) "Perform an Explore action, moving up to 3 spaces." But after upgrading my ship, I was unable to explore.• 這項違反規則之處可否在遊戲重播中看到？若可以是在哪步？（重播時左上角資訊）

In round 3, I arrived at Curacao which has an opponent's black market tile on it. I chose upgrade 21 (Gain all benefits from the space your Explorer is on. Bury 1 treasure.) I refreshed the quest market using the Whale figurehead, took a quest, but did not have a treasure to bury. At that point, the only available option was 'End Turn'.
