In a solo game, you can ask no more than 78 questions (19 row/column counts, 6 even/odd, 7 compare values, 56 empty/filled) plus 2 guesses, so the game is limited to max. 80 turns. Each turn should at least increase the progress by 1.25 (or: first 3 turns +1, then 4th turn +2, then next 3 turns +1 then next turn +2, and so on).
And, if the game ends, the progress should be set to 100%, even if the game did not last 80 turns.
Most games will end earlier than 80 turns (e.g. after asking 56 empty/filled questions, you do not need to ask any other questions but can surely solve the puzzle. And if you use other questions and your mind, you probably need way fewer turns.). Therefor I would suggest a calculation that the first turns do increase the progress with higher steps and then slow down the increase to ensure that after 80 turns you do not exceed the 100.
