Sorry, I can't do this -- the rules of the game specify that the rogue agents are only allowed to have as many tokens as are included in the box, so this wouldn't implement the game rules correctly.
(I could in theory add an unauthorized rule variant that does this, but I'll leave that one for the future I think, because it does give the rogue agents an unintended advantage.)
