Instead of taking a standard tech tile, you can take an
advanced tech tile. When you take an advanced tech tile, you
may advance in any research area.
If you want to provide a screenshot and move number, I can confirm. Otherwise, it's been working perfectly for years, so you'll understand why I'm lumping this with the other 99% of reports that all turn out to be user error.
Going forward, I implore you to ask questions in the forums before filing a report. We get an exceedingly large number of false reports that steal development efforts away from more pressing issues.
