The rules say I can change the die to either another color or number. I set my red 3 to a 4. The game didn’t refresh so I refreshed the screen and when 8t came back up my red 3 was no longer a 4 but turned right back to a 3 and my chef token was spent. I believe the chef token is broken. If you don’t use it right away it doesn’t save state and you lose it. Kinda game breaking to me since I’m now losing a major benefit.

Test this. Use the chef token to change something and before using it hit refresh. I bet you'll lose the effect of the chef token and it'll be gone.
The effect you describe for the chef token is not a bug.
The publisher ask me to build it as it does. So only runtime in a turn the selected die changes as requested and you should then immediately use it to cook a recipe.
I will ask the publisher if I can adapt it to really change the die, so it will stay the same after refresh.
In my last turn I used the chef token to change a die (anticipating the final cook turn), cooked another recipe, then the die was surprisingly reset. Now I understand I had to use the chef token during this final cook turn...
However I strongly agree It's a nonsense to reset the dice and not the chef token. Please fix it, or at least give a warning somewhere.
