When there are 3 cards left in the game, I believe the player should draw two and the final card should be the harvest card, but it is not played.

The rules state "Once the final draw pile is exhausted the game ends". It's not clear to me that if the draw was for a flood, the harvest event still gets executed first. It's currently interpreted as 'immediate' endgame. In game, it's not always clear in the UI this is what is happening, so it appears to end with a card in the deck.
If anyone can point me to a good source suggesting the harvest takes place first, I'll update this.

I don't see a good reason that the last card should be simply discarded, if the designer intended to, the syntax should be more specifically like "Once the last card of the last pile be drawn, the game ends immediately" (and the "immediately" will be marked bold). it's really common expression in other games, but didn't be used here. For a player, cards means hopes. It always feels better to manage every card.

number of players". The word "through" have the meaning of "from the beginning to the end of a process or experience" and "past one stage in a competition to the next stage". And the word "equal" should means every time is equally, since the first time the deck was fully used, it's fair to do the same in the last time.

Sorry, I didn't explained about "equal" very well. For example, if there are 2 players, the deck should be use "two" times, the two is a integer. The full deck of 2p game is 91 cards, it will be fully used in first time, then the second time as well. If there are only 90 cards been used in second time, the number of times should be 1+90/91≒1.99, not 2. If the last card is so unique, the designer suppose to emphasize it. Or it's really common to understand it by "every time is the same".
