Once a player runs out of time, and another player votes to have that player's turns skipped, all of their turns should be skipped. I played.
Opponent ran out of time
I pressed the button to skip their turns.
I played my turn.
Opponent rolled, and skipped their turn. However, their roll was a 1, which granted an extra turn. Thinking time was added to their clock, and their turns are no longer skipped.

It isn't just for the bonus turns, apparently. Every time I make a move, they get 24 more hours (game was set up as 1 move per day) added to their play time, which brings them to positive play time, and not being skipped.
