I'm not certain whether this rule applies for skulls or not.

At least German rulebook does not exclude skulls, and this rule is not about collecting points.

I allready asked the same question to the publisher and author: It is confirmed by the author, that you can´t win with 9 skulls and pirate magic.

Oh well, collecting 9 skulls is surely easier than 9 diamonds or golds. OK!
