I was able to repro this bug in game #34493519. I think it's step 58 (occured at local time 2:49:47).
From right to left, cubes in Ishtar are White, Gray, Red, Green.
EXPECTED: White chose camel, Red gets a talent.
ACTUAL: White chose camel, Green got a talent.
