Despite having sold goods, i could not pay out dividends, despite the rulebook stating one or the other -

I disagree, this *is* a bug.
The linked bug says the same thing; Share price drops if you don't distribute any good or if you withhold earnings. It's not about whether you *produce* goods.

To clarify, here is the 2 ways to read the rule (mathematically identical):
1) You must withhold if you don't produce or don't sell goods
2) You can give dividente only if you produce and sell goods
According to the V2 rulebook it states:
If your company has failed to Produce any Goods within its factories or has not sold at least one good this Decade, then your company must Withhold.
To clarify, here is the 2 ways to read the rule (mathematically identical):
1) You must withhold if you don't produce or don't sell goods
2) You can give dividente only if you produce and sell goods

It would really help if the rules the game uses are also available in the rules section (and outdated ones removed). As we only have two entries for 'Rulebook (first version)' and 'Rulebook (latest version)' it is very frustrating to realise both documents are outdated and you have to follow the bgg link to find a link to the actual latest rules that are used in the game.
